Government appoints KPMG as transaction advisor for AT–Telecel merger

Ghana’s Minister for Communications, Digital Technology, and Innovations, Sam Nartey George, has officially appointed KPMG as the transaction advisor to oversee the proposed merger between AT Ghana (formerly AirtelTigo) and Telecel Ghana.

Announced on September 5, 2025, this move is a strategic intervention by the government to restructure the telecommunications landscape, which is currently dominated by a single major player.

The primary goal of the advisory mandate is to facilitate the creation of a “strong second” mobile network operator. By merging the assets and subscriber bases of AT and Telecel, the government aims to:

  • Rebalance the Market: Address the current competition imbalance to ensure a more level playing field.
  • Review Shareholding: KPMG will evaluate the government’s existing stake in Telecel Ghana to determine the most effective ownership structure for the new entity.
  • Enhance Service Quality: Improved scale is expected to drive better infrastructure investment and network reliability for consumers.

The Minister provided explicit assurances regarding job security to alleviate concerns among the telecommunications workforce. Approximately 300 permanent employees at AT Ghana will retain their positions. KPMG has been specifically tasked with evaluating the transition plan for an additional 200 contract workers.

The firm has a 60-day window to complete its technical and financial review and present a final roadmap for the merger.
