NPA Targets Directors and Shareholders of 45 OMCs Over Unremitted ¢400 Million Debt

The National Petroleum Authority (NPA) has initiated a rigorous enforcement action against the directors and shareholders of 45 Oil Marketing Companies (OMCs) to recover outstanding debts exceeding ¢400 million.

These funds consist of statutory margins and levies, including ¢68 million from the Primary Distribution Margin Fund, which were collected from consumers at fuel pumps but never remitted to the regulator. Despite being required to repay these amounts at the end of every operational month, the defaulting companies failed to meet their obligations, prompting the NPA to issue a final ultimatum for settlement.

To ensure compliance, the authority has threatened to publicly shame the responsible individuals by publishing the names of directors and shareholders in national newspapers. Beyond public exposure, the NPA is prepared to take legal action against these officials and has already begun withdrawing the licenses of several firms, effectively barring them from loading petroleum products.

This crackdown follows a series of ignored deadlines and is being coordinated alongside the Ghana Revenue Authority (GRA), which is simultaneously prosecuting various OMCs for millions of cedis in unpaid state taxes.

The list of indebted entities includes a wide range of operators such as Apex Petroleum Ghana Limited, Champion Oil Company Limited, Santol Energy Limited, and Union Oil Ghana Limited. By late 2025, the impact of these enforcement measures has reshaped the industry, as the NPA now utilizes real-time digital tracking to prevent the accumulation of such massive arrears.

This stricter regulatory environment has led to the permanent closure of several firms on the original list while forcing others to undergo significant corporate restructuring to remain in good standing with the state.
