Government Retains 30% Stake in Vodafone Ghana Following Telecel Takeover

The Minister for Communications and Digitisation, Ursula Owusu-Ekuful, has confirmed that the Government of Ghana intends to keep its 30% shareholding in Ghana Telecommunications Company Limited (Vodafone Ghana).

Speaking on the floor of Parliament on December 11, the Minister clarified that despite the recent change in majority ownership, the state has no plans to divest its remaining interest in the telecommunications firm.

The Minister explained that the transition of the 70% majority stake from Vodafone Group Plc to the Telecel Group was completed in February 2023. Addressing concerns raised by South Dayi MP Rockson-Nelson Dafeamekpor, Mrs. Owusu-Ekuful noted that the government’s consent was not legally required for this transfer.

Under the existing shareholders’ agreement, the majority shareholder maintains the right to sell or transfer its shares without the explicit approval of the minority shareholder (the Government of Ghana).

When questioned further about the specific monetary value of the deal between Vodafone and Telecel, the Minister declined to provide an immediate figure, stating that the original inquiry was limited to the government’s intent to sell.

She advised the Member of Parliament to file a substantive follow-up question if he required specific financial details regarding the private transaction between the two entities.
