The Ghana Revenue Authority (GRA) has outlined plans to initiate pilot tax programs targeting the e-commerce, gaming, and betting sectors starting in April 2022.
Commissioner-General Ammishaddai Owusu-Amoah stated that these new revenue streams, alongside the implementation of the E-Levy and ongoing digitization efforts, are essential for achieving the government’s GH¢80.3 billion annual revenue target.
The Authority has developed a specialized system to monitor and ensure tax compliance for all digital platforms operating within the Ghanaian internet space, addressing a sector that has historically been difficult to regulate.
To support this rollout, the GRA is collaborating with the Gaming Commission of Ghana and industry operators to establish clear guidelines for tax contributions. Additionally, a new E-Invoicing system will be piloted in April with a select group of taxpayers to replace manual invoicing and eliminate Value Added Tax (VAT) leakages.
The Commissioner-General emphasized that these measures, supported by public education on the E-Levy and a shift toward electronic documentation, are critical for modernizing tax administration and securing the nation’s fiscal stability.
